In ~/.subversion/servers (~ means your home-directory)

edit the following lines with the proxy host and port:

[global] or use a different section

http-proxy-host = proxy.kip.uni-heidelberg.de
http-proxy-port = 8080

Windows

Windows 7

In C:\Users\"YourUsername"\AppData\Roaming\Subversion\servers
